Construct one multiple dwelling with a maximum building height of 20 metres over six storeys, consisting of 90 dwelling units, 112 parking spaces (including 5 accessible parking spaces), 10 bicycle parking spaces, and two loading spaces with a single vehicular access to Holburn Street. No vehicular access is proposed to Howard Avenue.

The applicant is requesting an amendment to Zoning By-law 8600 changing the zoning to Residential District 3.2 (RD3.2). The development as proposed is subject to Site Plan Control.

The parcel is designated Mixed Use Corridor in the City of Windsor Official Plan, is zoned Residential 1.1 (RD1.1) and Holding Residential 1.1 (HRD1.1) by Zoning By-law 8600; has an area of 7,413.7 square metres, a frontage of 121.9 metres along Howard Avenue, and a frontage of 59.4 metres Holburn Street; and is occupied by four single-unit dwellings that will be demolished.
