The Planning and Building Services Department's general mandate is to advise City Council on all matters pertaining to municipal planning as set out in the Planning Act of Ontario.

The Planning Act and other related statutes govern planning in Ontario. The City's Official Plan provides a policy framework related to the orderly development of the municipality. The City's zoning by-laws, sign by-laws, secondary plans, community improvement plans, subdivision review, and site plan review policies reflect and conform to the Official Plan and related legislation.

Important Notice:

Please note that as of July 1, 2023, the review process will change for some planning applications and will require a two-stage consultation process. This will apply to all applications requiring any of the following:

  • Zoning By-law amendments,
  • Official Plan amendments and
  • Plans of subdivision or condominium
