Planning Policy

Planning Policy is responsible for long-range planning and policy development for the City. This includes the development and implementation of a policy-led portfolio that recognizes the complex interrelationships among environmental, economic and social factors in land use planning and development. The Planning Policy unit is specifically charged with managing land use change and promoting efficient and effective development patterns.

Planning Policy responsibilities focus on the formulation of area specific and citywide long range planning policies and strategies to guide future physical development in the city. Programs include the annual updating and ongoing monitoring of the City's Official Plan, preparing Secondary or Community Plans, preparing new planning policies for consideration by Council, and monitoring market trends and community needs in relation to the on-going development of the city. Responsibilities also include development of growth management objectives, development and implementation of environmental policies, special studies focusing on emerging issues, and other similar initiatives.

Other functions include providing staff support to the Planning Advisory Committee (PAC) and the Environmental Planning Advisory Committee (EPAC), Windsor-Essex County Environmental Committee (WECEC), Housing Advisory Committee (HAC) and working with community organizations in support of the policy objectives of the City's Official Plan.
