Forestry Services
The City’s Forestry division provides tree care services for City-owned trees. These include trees on all city-owned properties, city parks and City Street right-of-way, which includes many of the trees in the front yards of most residential homes.
Tree service requests can be made through the City’s 311 service request line. This system provides a point of entry for service requests into the city’s computer records as well as a permanent record of the request made.
Each 311 tree service request will generate a Tree Inspection by one of the Division’s International Society of Arborists (ISA) Certified Arborists. The Arborist will make a professional assessment of the tree(s) in question to determine the best course of action with regard to the benefit of the tree, the interests of the City, and the interests of the residents.
Health and safety around the tree and the city’s environmental goals as related to tree cover across the City are the primary considerations when assessing tree maintenance requirements and provision of services.
City trees are protected by City by-laws 135-2004 and 131-2109.
Under these by-laws, only City staff or our approved contractors are approved to work on City-owned trees. Residents are not permitted to trim, remove, plant or in any way undertake work with trees on City-owned land, including the City right-of-way along the front of most residential properties in Windsor.

- Tree Inspections
- Tree Planting & Establishment
- Tree Trimming
- Tree Removal
Mulch/Wood Chips for Non-Profit Agencies
The Forestry Division may be able to provide complimentary mulch/wood chips to Non-Profit Agencies, depending on availability, seasonal work load and weather.
Schools, non-profit agencies and community groups may make requests. Please make your request for mulch through the City’s 311 Service Request line or by email to forestry@citywindsor.ca.
Please provide the following information with your request:
- Purpose/use of wood-chip mulch
- When is the mulch required?
- The exact location on site for drop-off
- Contact information to arrange delivery
Please note that Forestry cannot guarantee that mulch is free of all contaminants such as trash, small twigs or larger pieces of wood. The wood-chip mulch has not been screened or cleaned prior to delivery.
The mulch will be delivered by one of our larger trucks and is dumped on-site as a loose pile. It is not bagged. We cannot deliver into small spaces, backyards or areas with restricted access.
