Biosolids Management Strategy
Notice of Study Completion and Environmental Study Report
The City of Windsor undertook a Schedule C Municipal Class Environmental Assessment (Class EA) to develop an integrated long-term, sustainable, and cost-effective biosolids management plan for the two municipal wastewater treatment plants: the Lou Romano Water Reclamation Plant and the Little River Pollution Control Plant. The Class EA reviewed the current management and processing of biosolids for the two wastewater treatment plants and created a guide for how the City of Windsor will meet the needs of our growing community over the next 30 years. This study offered an opportunity to consider biosolids management solutions that improve energy efficiency, plan for effective land use, reduce energy consumption, limit greenhouse gas (GHG) emissions, and promote smart/green energy solutions as outlined in the City of Windsor Corporate Energy Management Plan and Community Energy Plan.

This study satisfied phases 1 through 4 of the Class EA process, which involved the evaluation of alternative solutions and conceptual designs for biosolids management. An Environmental Study Report (ESR) has been completed and documents the planning and decision-making process for this study. By this Notice, the ESR is being placed in the public record for review in accordance with the requirements of the Municipal Class Environmental Assessment process.
