Affordable Pass Program

The Affordable Pass Program (APP) is a fee subsidy that provides affordable transportation for Windsor-Essex residents and households living with low income. The program subsidizes eligible residents on the cost of bus passes (before taxes). 

  • Eligible Windsor-Essex residents can save 49% on a 30-day bus pass with Transit Windsor.
  • Eligible Leamington, Kingsville, and Essex residents can save 50% on a 30-day and 10-ride pass for the Leamington to Windsor (LTW) Transit bus.

Eligibility Requirements

Eligibility is based on the income of all members within the household, as well as family size and availability of funding. To apply for the program, applicants must meet the eligibility criteria and submit the required documents identified below.

Eligibility Criteria

  • Age 13 years or older;
  • Residents who have lived within Windsor-Essex County for at least 30 days and who are able to demonstrate residency; this can include newcomers who have applied for permanent residency, sponsorship or refugee protection in Canada;
  • A combined household income that is at, or below, Statistics Canada’s Low-Income Cut-Off (LICO) levels. Please refer to the Eligibility Requirements web page for the Low Income Cut-Off Line income thresholds.

  • Identification – Provide one document per family member; applicants must ensure that all identification documents are valid within the last three (3) months.
  • Proof of Income – Provide one document per family member over 18.
  • Proof of Address – Provide one document for the family.

Funding Details, Restrictions and Parameters

  • Funding availability is based on a first-come, first-served basis.
  • Households include family members and dependents residing at the same address.
  • International students, full-time post-secondary students and foreign workers are not eligible (Exceptions may apply within municipalities. For further information, residents must contact their local transit department.)
  • Access to the discount is available per eligible person for a twelve (12) month period from the date of approval for the program;
  • Responsibility for informing their municipal service provider of changes to financial, residency or other circumstances pertaining to the Affordable Pass Program (APP) application and eligibility is the responsibility of the program participant. The program participant must notify their municipality of changes within thirty (30) days of the change taking effect. If the program participant fails to inform the service provider of these changes, the service provider reserves the right to terminate eligibility for the program.
  • Program eligibility is non-transferable between individuals.
  • Purchased passes are only for use by the registered program participant to whom the pass has been issued. Passes cannot be sold, transferred, traded, given away or shared with anyone else.
  • All approvals will be determined by the local transit department and are subject to local demands and budgets.
