Parking Enforcement
The City of Windsor does not send text messages or email reminders about parking violations/tickets or issue reminders through a third party. If received, do not reply or click on the links; delete the message.

Welcome to the Parking Enforcement Office:
- The City of Windsor Parking Enforcement Office is located at 1266 McDougall.
- Services offered at the McDougall office include the following:
- Penalty notice (parking ticket) payment, inquiries, and disputes
- Residential parking permit purchase

- The Parking Enforcement Office is open from 8:00 a.m. to 4:30 p.m., Monday to Friday (excluding holidays), for ticket payment and inquiries

Penalty Notice (Parking Ticket) Payment Methods:
- In Person: Monday to Friday (excluding holidays) from 8:00 a.m. to 4:30 p.m., 1266 McDougall Street. Payments are accepted by debit, Visa, Mastercard and/or cash.
- By Mail: Write the administrative penalty number on the front of your cheque or money order and make it payable to "The City of Windsor." Do not send cash by mail. Postdated cheques will not be accepted. Payment date is the date received in our office, not the date of mailing. Mail penalty notice payments to the following:

N8X 3M7 - Online: Penalty Notice Payments. Please note that it may take up to 72 hours to process your payment. Payment date is the date received in our office, not the date of online payment.
By phone: by calling the general line at 519-255-6298; an employee will collect your information and review the ticket; if it is payable at our office, someone will call you back from a secured line to process payment.
- Customer Care Centres are open for direct payment of penalties within 30 days of issue. Payments are accepted by debit, Visa, Mastercard and cash. Please be sure to bring any notices/documentation to support the parking infraction, as these locations are for payments only and no information regarding parking infractions is accessible.
Disputing a Penalty Notice (Parking Ticket):
For all penalty notices:
- The registered owner of the vehicle or an acting agent to which the penalty notice was issued can request an initial review ("screening") of the penalty notice by a screening officer by submitting the Request for Screening form. The screening officer may affirm, reduce or cancel the penalty.
- If an individual is not satisfied with the decision of the screening officer, they may request a review of the penalty by a hearing officer by submitting the Request for Hearing form. The hearing officer may affirm, reduce or cancel the decision of the screening officer. The decision of the hearing officer is final, and there is no option to go to court.
- These forms will only be accepted by fax, by mail or in person. Email submissions will not be accepted.

Enforcement:
Regular Enforcement of Parking By-law 9023 (see By-laws Online) is provided from 7:00 a.m. to 12:00 midnight, Monday to Saturday, for the following:
- All municipally owned surface lots
- Specific private property locations
- Street meters
- Residential permit parking areas
- All regulated roads in the city of Windsor
- Private property where the owner meets officer and signs a private property form
Please Note: Enforcement may be completed outside these times on a complaint basis by the City of Windsor's contractors. Windsor Police Service can also issue tickets outside of listed enforcement hours.

- Information regarding the cost of specific parking violations can be viewed on the Schedule "W" of the Parking By-law 9023.
- To file a complaint regarding a parking meter, municipal lots, or officer conduct, please call 311 or contact them at 311@citywindsor.ca by email.
- A penalty notice will not affect your insurance. It will show up on the Ministry of Transportation records if it is not paid within approximately 60 days of issue date.
- People with accessible parking permits must pay for parking at municipal meters and garages. They are able to park for the maximum time without payment at all municipal parking lots. Many private properties have their own rules for payment; please contact the establishment you are attending to clarify if payment is needed.
- When street parking switches sides for a new month, you can move your car to the opposite side of the street beginning at 10:00 p.m. on the last day of the month. Enforcement begins at 9:00 a.m. on the first day of the month.
