City of Windsor 311 App Privacy Policy
The City of Windsor ("City") respects the privacy of the users of its 311 App. The 311 App is provided to allow users to request City services via mobile devices including (but not necessarily limited to) smartphones running Android or iOS operating systems.
This privacy policy is to inform users of the City of Windsor 311 App of its data gathering methods and use of such data. The City reserves the right to make changes to this policy at any time at its sole discretion and without notice.
This Privacy Policy does not apply to the third-party online/mobile store from which you install the application which may also collect and use data about you. The City is not responsible for any of the data collected by any such third party.
Collection and Use of Information
When you use the City of Windsor 311 App, the following information will be captured:
- Optional contact information: first name, last name, email, phone
- Device make & model (e.g., iPhone 6s)
- Operating system version (e.g., iOS 11.0)
- Application version (e.g., 3.17.5008)
- Unique ID (random number generated when app first installed)
The primary reason for requesting information about you is to provide City workers with a contact point in the event further information or clarification of submitted service request information is needed to fulfill a service request.
The 311 App may collect information about you in a variety of ways. The information collected by the 311 App depends on the content and materials you use and includes geographic and other personally identifiable information (such as your name, phone number, physical and email addresses) that you voluntarily give input when choosing to participate in services related to the 311 App. The request of information, storage of that information and the dissemination of that information will vary based on the service(s) requested. In each instance, clear indications of whether or not the information is required or optional will be marked. Please be advised that all images/photographs you disclose may be used and/or reproduced for use in reports, publications, etc. at the City's discretion.
The City of Windsor is the sole owner of all personal information collected on the 311 App. We do not use or retain personal information that you provide to us for any secondary purposes unless we clearly notify you and gain your permission first. We will not sell, share, rent or otherwise disclose your personal information to any organization or individual outside the City of Windsor unless we first notify you and ask your permission. The exceptions to this policy of non-disclosure are stated below. The City may disclose your personal information:
- To companies contracted to process your requests
- For law enforcement purposes
- For the purpose of acting in an emergency or in compassionate circumstances to facilitate contact with your next of kin or friend if you become injured or take ill.
Information submitted to the 311 App is subject to the Municipal Freedom and Protection of Privacy Act (MFIPPA).
