Composition of the Agenda

Your guide to City Council meeting procedures:

City Council meetings are held in the Council Chambers on the First Floor, Windsor City Hall (350 City Hall Square West), at 6:00 p.m., twice monthly on Monday evenings.  Council's Procedure By-law 98-2011 (see By-laws Online) governs the proceedings of the meetings of Council.

Review the current Council Agenda, as well as the Next Scheduled Council Agenda.  By clicking on the highlighted item number on those web pages, you will be able to view any item of interest.

The Mayor will call the meeting to order and Council will proceed to deal with the items on the Order of Business as follows:

  • Call to Order - Playing of the National Anthem
  • Disclosure of Pecuniary Interest
  • Adoption of the Minutes
  • Notice of Proclamations

At this point in the Council meeting, Council convenes as a Committee of the Whole with the Mayor presiding, for the purpose of considering the following:

  • Communications Information Package
  • Consent Agenda (routine matters, reports provided for information purposes and matters of a non-controversial nature)

Also during Committee of the Whole, the following regular business items are dealt with:

  • Requests for Deferrals or Referrals of any items of business or Withdrawals
  • Presentations and Delegations
  • Consideration of regular business items (non-consent items)
  • Consideration of Committee Reports
  • Consideration of Matters from In Camera meeting held prior to Council (if required)
  • Consideration of By-laws - first and second reading

Council then returns to formal session to consider the remaining items on the Order of Business:

  • Adoption of the report of the Committee of the Whole
  • Notices of Motion
  • Motions (if any)
  • Third and Final Reading/Adoption of By-laws (including Confirmatory By-law)
  • Petitions
  • Question Period
  • Statements by Members of Council (non-controversial)
  • Adjournment
