  • The City of Windsor does not send text messages or email reminders about Provincial Offences Act (POA) violations/tickets or issue reminders through a third party. If received, do not reply or click on the links; delete the message.

The Provincial Offences Act (POA) is a provincial statute that sets out procedures for the prosecution of offences under other provincial statutes and regulations and municipal by-laws. The Windsor/Essex Provincial Offences division provides for the prosecutorial and court administrative functions for all Provincial Offences matters on behalf of Windsor/Essex County Court Service Area, including enforcement, collection and distribution of fine revenues.

The POA provisions govern all aspects from serving notices to a defendant to conducting trials. Provincial Offences are non-criminal charges, covering over 120 different Acts primarily issued by the police, which include but are not limited to the following:

  • Highway Traffic Act - includes speeding, careless driving, fail to wear seatbelt assembly, etc.
  • Compulsory Automobile Insurance Act - includes failing to surrender insurance card or possessing an invalid insurance card, etc.
  • Liquor Licence Act - includes being intoxicated in a public place, selling alcohol to a minor, etc.
  • Trespass to Property Act - includes entering the premises when entry is prohibited, failing to leave the premises as directed to do so, etc.
