Student and Youth Employment Opportunities

Information for Students Regarding Opportunities at The City of Windsor:

The City of Windsor recognizes the need for students to gain work experience and thus offers a number of opportunities for them. These are largely broken out into three (3) categories:


Secondary School Programs
Post Secondary School Programs
Summer Student/Youth Employment

General information

Regardless of the category of job you wish to apply for, the City of Windsor requires certain pre-employment processes be completed prior to working or volunteering with us:
  • Provide a satisfactory Police Clearance at the student’s cost
  • Complete the Corporate Employee/Student Safety Orientation (CESO)
  • Participate in other job-specific training programs, as required
  • Comply with the Corporate Family Relationship Hiring Policy

Certain programs may not require all of the above but, unless specifically stated the above items are not a requirement, you should be prepared to complete and/or obtain all of them. Certain programs may also have additional requirements, which will be noted in those programs. Please note that all of these requirements as well as program availability are subject to change without notice.

Please be aware that, prior to placing applicants, the City of Windsor’s Human Resources Department must follow a number of internal steps including ensuring departments can accommodate the students with supervision, provide the appropriate equipment, and receive concurrence from the applicable union(s). Failure to follow these steps may put future programs in jeopardy. In order to ensure you are following the correct procedures, please call the City of Windsor Human Resources office at (519) 255-6515 and ask to speak to Student Recruitment for more information.

Secondary School Programs
1. What programs are available and what is the goal of each program?

    • Co-operative Education
      • This is a joint venture between secondary schools and workplaces to provide students with a challenging learning experience in the working world and the opportunity to earn credits towards their diploma.
    • Job Shadowing/Job Twinning
      • This is a component of many secondary school Career Study Courses with a goal of providing students with an opportunity to spend time with, and observe, an employee in a workplace.
    • Take Our Kids To Work Day
      • This is a one-day event to show grade 9 students through direct experience how important skills, training, and education are to their success.
    • 40-Hour Community Involvement Program
      • Every secondary school student must complete 40 hours of community involvement activities as part of the requirement for their Ontario Secondary School Diploma. This is meant to foster civic responsibility and a sense of belonging within the community, provide links and contacts within the community, and continued volunteerism following the mandatory 40 hours of community involvement.

2. How do I apply for, or participate in, one of these programs?

    • Co-operative Education
      • Students must apply through their schools and be accepted to participate. For more information, ask your school’s co-operative education office to call the City of Windsor Human Resources office at (519) 255-6515 and ask to speak to Student Recruitment.
    • Job Shadowing/Job Twinning
      • A Work Education Agreement form must be completed for those participating for more than one (1) day and the student must be at least 14 years of age. This program does not require pre-employment processing. For more information, ask an official from your school to call the City of Windsor Human Resources office at (519) 255-6515 and ask to speak to Student Recruitment.
    • Take Our Kids To Work Day
      • Grade 9 students should approach a parent or legal guardian who is employed by the City of Windsor and ask to attend the event (normally held in November of each year). This program does not require pre-employment processing.
    • 40-Hour Community Involvement Program
      • Students must complete the 40 hours outside of scheduled class time. These hours must not be part of a credit course, must be unpaid activities, and must be completed by the end of grade 12. Students must find places in the City of Windsor where they may be able to complete these hours (some examples: reading to seniors at Huron Lodge Home for the Aged, reading to children at a City-owned Child Care Centre, assisting with coaching teams for community leagues through Recreation Programs).

Post-Secondary School Programs


1. What programs are available and what is the goal of each program?

    • Co-operative Education
      • This is a joint venture between post-secondary schools and workplaces to provide students with a valuable learning experience combining classroom learning and professional development activities to ensure students develop transferrable skills that employers are seeking.
    • Unpaid Interns
      • Unpaid students are placed in work situations to perform jobs and develop skills that complement specific in-school learning experiences. This must be a requirement of the student’s program of study. It allows the student to gain hands-on experience, explore career options, and network with employers and professionals in their chosen field(s).

2. How do I apply for, or participate in, one of these programs?

    • Co-operative Education
      • Students must apply through their schools and be accepted to participate. In addition to the pre-employment processing, co-op students also are required to:
        • obtain a current medical check
        • comply with the Corporate Family Relationship Hiring Policy
        • provide a formal document confirming they are currently registered in a co-operative education program with the school
        • ask your school’s co-operative education office to call the City of Windsor Human Resources office at (519) 255-6515 and speak to Student Recruitment for more information
    • Unpaid Interns
      • Students must complete pre-employment processing, along with a Work Placement Agreement form completed by the applicable program coordinator, student, and the City of Windsor before beginning work.

3. Do I get paid for participating in one of these programs?

    • Co-operative Education
      • Yes, in accordance with the applicable Collective Agreements and/or Salary Schedule.
    • Unpaid Interns
      • No.

Summer Student/Youth Employment


1. What programs are available and what is the goal of each program?

    • Student Lottery Program
      • The City of Windsor annually hires post-secondary students during the summer break through a job lottery process. Students hired will primarily work outside as labourers but there may be a limited number of inside positions available.
    • Canada Summer Jobs (C.S.J.) Program
      • C.S.J. is designed to assist secondary and post-secondary students by preparing them for their future entry into the labour market with career-related work experience through summer employment.
    • New Beginnings – Summer Jobs For Youth Program
      • This program is designed to help young people aged 15 to 18 gain workplace skills through summer employment. Youth receive job readiness training, employment placement, and post-employment support.
    • Summer Job Service (S.J.S.) Program
      • S.J.S. is designed to assist students aged 15 to 24 by preparing them for their future entry into the labour market with career-related work experience during the summer.
    • Summer Recreation Employment
      • The City of Windsor hires marina attendants, recreation instructors, lifeguards, aquatics instructors, and/or pool supervisors during the summer for our recreational programs and facilities.
    • Year-Round Recreation Instructors
      • The City of Windsor continuously recruits for Recreation Instructors. These positions are part-time and allow the City of Windsor to acquire instructors for pre-school, youth and adult fitness, sports, craft, dance, gymnastics, and other recreation programs.

2. How do I apply for, or participate in, one of these programs?

    • Student Lottery Program
    • Canada Summer Jobs (C.S.J.) Program
      • C.S.J. positions are typically posted to the Service Canada Centre for Youth – Windsor – Job Bank for Students in April, May, and sometimes June. Students must be registered as a full-time student during the preceding year, must intend to return to school on a full-time basis, and be between 15 and 30 years of age.
    • New Beginnings – Summer Jobs For Youth Program
      • If you are interested in applying and live in a postal code beginning with N9C, N9A, N8Y, N8R or N8T east of Lauzon Parkway, you can pick up an application form at the Summer Jobs for Youth Office (1049 Janette Avenue, Windsor, ON, N9A 5A4, 519-254-2363). In addition to the pre-employment processing, students in this program are also are required to comply with the Corporate Family Relationship Hiring Policy and provide a formal document showing proof of full-time attendance in school.
    • Summer Job Service (S.J.S.) Program
      • Students must be between 15 and 24 years old, returning to school in September, be a resident of Ontario, eligible to work in Canada, and not hired by a relative. This program is used to obtain a subsidy for positions filled through the Student Lottery, so applications for this program should be made using the Student Lottery Program process. In addition to the pre-employment processing, students in this program are also required to comply with the Corporate Family Relationship Hiring Policy and provide a formal document showing proof of full-time attendance in school.
    • Summer Recreation Program
      • This program is advertised in The Windsor Star newspaper during December and January. The program is also advertised on our website while applications are being accepted. The advertising indicates where the applications are available. Applications are generally accepted until the end of February. Applicants must provide proof of required qualifications and are required to comply with the Corporate Family Relationship Hiring Policy in addition to the pre-employment processing.
    • Year-Round Recreation Instructor
      • The City of Windsor accepts resumes at any time at the City of Windsor Recreation Centres. Qualifications differ based on the positions available. An applicant must be 16 years of age or older to apply. Applicants must provide proof of required qualifications and are required to comply with the Corporate Family Relationship Hiring Policy in addition to the pre-employment processing.

      • Yes, in accordance with the applicable Collective Agreements and/or Salary Schedule.
