Residential Diaper Collection Program

As of January 6, 2026, the City of Windsor will launch a curbside diaper collection program for eligible residential homes that are currently participating in the Green Bin organic program and are on a bi-weekly waste schedule.

Once approved for the program, you will receive collection bi-weekly, on the week you are not scheduled for regular garbage collection. This collection will be on the same day of the week as your regular garbage collection but on alternating weeks.

Program guidelines to participate:

  • The location must be on a residential bi-weekly garbage collection schedule and must be participating in the Green Bin organic collection program.
  • Locations with six or fewer units are eligible.
  • There is a limit of one bag per household; however, exceptions can be made on a case-by-case basis as approved by the department.
  • Maximum size of bags is 28 by 35 inches.
  • Participants must use clear or translucent garbage bags to ensure collectors can verify the contents, and participants must then place these clear or translucent garbage bags in a hard-sided container in conjunction with Waste Collection and Disposal By-law 2-2006 (see By-laws Online).
  • If an approved location for this program does not set out items for three consecutive collections, that location will be removed from the program.

The following items are accepted: 

  • Diapers
  • Incontinence products
  • Catheters 
  • Colostomy bags (emptied and rinsed) 
  • Disposable sanitary pads 
  • Dialysis waste, like tubing, filters, disposable towels, and sheets 
  • Gastric and nasal tubes (emptied and rinsed) 
  • Intravenous (IV) bags and tubing (emptied and rinsed) 
  • Used medical dressings (not blood-saturated) 

Unacceptable items:

  • Hazardous waste, such as blood-soaked medical items
  • Sharps, needles, syringes, lancets, and pre-filled pens
