Basement Flooding Protection Subsidy Program
The City of Windsor is offering financial assistance for approved basement flooding protection work on private property. While the City continues to improve sewer infrastructure, homeowners are responsible for protecting their homes from increasingly frequent and severe weather events.
Residents can receive up to $3,500 to help protect their home from basement flooding.

What's Covered?
You may be eligible for up to $3,500 per property (lifetime maximum limit).
- Applications are approved on a first‑come, first‑served basis.
- Subsidy amount is dependent on the eligible work completed and inspection approval.

Important Rules You Must Know
To qualify for funding:
- You must apply before starting any work (work completed without approval will not be eligible for a subsidy).
- A plumber licensed with the City of Windsor must complete the work.
- A final City inspection is required.
- Final eligibility is confirmed only after the inspection is approved.
Note: Any work performed by the homeowner does not qualify for a subsidy.
Who Can Apply?
- Homeowners or authorized agents of the homeowners of eligible single‑family or duplex homes can apply.
- Tenants (with the property owner's consent) may apply to serve as an authorized agent of the homeowner.
All subsidy payments are issued to the homeowner.
How the Program Works
- Apply through MyWindsor before starting any work and wait for City approval prior to proceeding (contact the Right‑of‑Way (ROW) Division if needed).
- Hire a licensed plumber with the City of Windsor to obtain the required permit, complete the work, and pass the City’s final inspection.
- Upload a paid‑in‑full invoice to MyWindsor (or submit it to the ROW Division) for final review and subsidy payment.

For Plumbers: What You Need to Do
Before you can work under this program, you must hold a valid City of Windsor plumbing licence. To obtain a municipal licence, contact the City of Windsor’s Licensing Division at 519-255-6200 by phone or licences@citywindsor.ca by email.
Important: If you are not licensed with the City of Windsor, you cannot participate in this program.
As a City of Windsor–licensed plumber, this registration:
- Lists you as an approved plumber available for program work
- Allows homeowners to select you during their application
- Enables you to receive project communications and submit required documentation
