2019 Homeownership Downpayment Assistance Program

The Federal and Provincial governments partnered to fund a Homeownership Downpayment Assistance Program. It is expected this round of the program can provide assistance to a limited number of households. Downpayment assistance of 10% of the purchase price of an eligible home, up to a maximum of $22,520 is provided by a 20-year forgivable loan registered on title as a second mortgage. Applicant eligibility criteria include income and asset limits among other criteria. For additional information, please refer to the Program Information Sheet and sample Loan Agreement at the links provided below. The program expires when program funds are depleted or on November 29, 2019, whichever occurs first.

How to obtain an application?

There are two options available to obtain an application form for the 2019 Homeownership Downpayment Assistance Program:
  1. Click the “Download Application” link below; complete application form; print, sign and submit along with all other required documentation requested to the address below.

  2. Click the “Request for Application” link below, complete and submit online. An application package will be mailed to the address provided within 3 to 5 business days.

Applications cannot be picked up at City Hall or 400 City Hall Square East.

Where do I submit a completed application?


Completed applications with all required information, documentation and verification attachments must be returned to:
