Break open Tickets

The City of Windsor licenses charitable organization to sell break open tickets at service clubs, hospitals, variety stores, restaurants, etc.

A break open ticket is a device made of cardboard and which has perforated cover window tabs behind which are symbols revealed by tearing open the cover tab. The winning combination of symbols is specified on the back of the ticket. Break open tickets are also known as "Nevada" tickets or "pull tabs."

Applying for a Break Open Ticket Licence

  1. Ensure the organization’s eligibility has been approved (see Lottery Eligibility Guidelines).
  2. Review the Break Open Ticket Licence Terms and Conditions.
  3. Complete the Break Open Ticket Licence Application.
  4. Pay the licence fee (cheque drawn from lottery trust account equal to 3% of the total prizes to be awarded).

Note: When submitting a completed Break Open Ticket Licence Application, this can be done by mail or in person. The Office of the City Clerk will process and issue your licence within 15 days once completed applications are received. The organization will be sent a scanned/email copy of the licence with the original licence to be mailed to the address on file.

Submitting a Break Open Ticket Lottery Report

Following the expiry of your break open ticket licence, sale of your last break open ticket, or the issuance of a new licence, your organization must submit a Break Open Ticket Lottery Report within 30 days of holding the lottery. This can be done by mail, in person or online. If the organization decides to file their reports online, an Attestation Report form with two original signatures must be submitted. Once our office receives the completed form, we can then proceed with sending the organization instructions on how to set up their group's user account for submitting bingo reports online.

A Break Open Ticket Lottery Report (interim and/or final) must be submitted with the following:

  • Copies of all deposit slips
  • Bank statements for each month during the time period indicated on the report
  • Copy of invoice for tickets from gaming equipment supplier
