The applicant is requesting an amendment to the City of Windsor Official Plan using a draft Secondary Plan (County Road 42 Secondary Plan). The draft Secondary Plan contains proposed changes to the land use designation for the lands within the County Road 42 Secondary Plan “Study Area”. New land use designations, goals, objectives and policies specific to the “Study Area” are proposed in the Secondary Plan. The requested OP amendment is for a change from the current designation (Future Employment Area, Future Urban Area, Open Space and Natural Heritage) in The Primary Plan (OP Vol. I) to the following proposed designations shown on the attached Schedule "D" submitted as part of the County Road 42 Secondary Plan: (i) Low Density Residential, (ii) Medium Density Residential, (iii) Business Park Type 1, (iv) Business Park Type 2, (v) Mixed Use, (vii) Major Institutional (to permit “a hospital” on the lands described as Part 3 on Reference Plan 12R-26419), (viii) Neighbourhood Commercial, (ix) Greenway System and (x) Natural Heritage (no change to this designation).
The applicant is also requesting a corresponding change to the Zoning of the land described as Part3 on Reference Plan 12R-26419 (being the proposed WRH lands) from Agricultural – A (Township of Sandwich South Comprehensive Zoning By-law 85-18) to Institutional District 1.2 - ID1.2 (City of Windsor Zoning By-law 8600) so as to permit “a hospital” on the subject land. In addition, the applicant requests site specific zoning provisions on the ID1.2 lands to further facilitate the development of the proposed 38m tall hospital building on the subject site.
