The applicant is requesting an amendment to Zoning By-law 8600 to permit the redevelopment of a former industrial building for commercial use (i.e. office, retail, and restaurant). The parcel is designated "Business Park" in the City of Windsor Official Plan and zoned Manufacturing District 1.1 (MD1.1) by Zoning By-law 8600.

The property is currently occupied by a four-storey, 63,000-square-foot building that has been vacant for the past 17 years. The former Walker Power Building is listed on the Municipal Heritage Register.

The applicant intends to rezone the property from Manufacturing District 1.1 (MD1.1) to Manufacturing District 1.4 (MD1.4) to permit the rehabilitation and redevelopment of the existing building and surrounding site. In addition to the rehabilitation of the existing floor space, a fifth floor will be added. No site specific provisions are being requested. The ground floor is proposed to accommodate retail and restaurant uses, and floors 2-5 are proposed to accommodate office use.
