The applicant is requesting an amendment to the City of Windsor Official Plan by changing the land use designation on Schedule D: Land Use from Commercial Corridor to Residential and an amendment to Zoning By-law 8600 from Commercial District 2.1 (CD2.1) to Residential District 3.14 (RD3.14) and adding site specific provisions to permit a 3-storey 192 bed Residential Care Facility (Long-Term Care Facility).

Two separate parking areas area proposed. The northerly parking area will have right-in and right-out access to Banwell Road and will provide staff parking and access to a loading area. The southerly parking area will have full access to a future signalized intersection at Banwell and Palmetto Street and will provide a drop-off area and staff and public parking. The applicant indicates that 48 parking spaces are required. A total of 142 parking spaces including 4 barrier-free parking spaces, 6 bicycle parking spaces and 2 loading spaces are proposed. 

The parcel has a lot area of 14,520 square metres, a lot frontage of 154.4 metres, and a lot depth of 82.8 metres and is currently vacant. Any development on the parcel is subject to site plan control.
