The subject parcel is designated Residential on Schedule D: Land Use in the City of Windsor Official Plan; zoned Residential District 1.1 (RD1.1) and S.20(1)340 in Zoning By-law 8600; currently vacant; located adjacent to Devonshire Park, a local park that consists of three separate parcels located at the intersection of Kildare Road and Devonshire Court; and located adjacent to a paved and travelled east-west alley. Ottawa Street is located to the south.

The parcel has an area of 2,152.4 metres squared, and a frontage of 38.96 metres along Kildare Road, 51.14 metres along Devonshire Court, 52.43 metres along the east-west alley and 41.15 metres adjacent to Devonshire Park. The parcel has an irregular shape with a curved lot line at the intersection of Devonshire Court and Kildare Road.

The applicant is requesting an amendment to Zoning By-law 8600 by adding a site-specific exception to allow a multiple dwelling as an additional permitted use subject to additional provisions. The applicant proposes to construct a multiple dwelling with a maximum building height of 15 metres with four storeys containing 23 dwelling units.

A total of 30 parking spaces, including two accessible parking spaces, 21 bicycle spaces (7 exterior and 14 interior), and one loading space, are proposed. The parking area will have a single two-way access from the east-west alley. No direct access to any adjacent road is proposed. The main pedestrian entrance to the building will be located on the south building elevation adjacent to the parking area and will be accessible from Kildare via a walkway. A low-height brick courtyard fence is proposed adjacent to Devonshire Court, Kildare Road and the alley.

The conceptual site plan is subject to change. The proposed development is subject to site plan control. A Plan of Condominium application may be submitted in the future.
