Provincial Offences Act (POA) Office Relocation

The Provincial Offences Act (POA) office, operated by the City on behalf of The Ministry of Attorney General (MAG), previously occupied the leased premises in Suite 300 of the Westcourt Place, located at 251 Goyeau Street. In November 2019, a fire occurred at Westcourt Place that resulted in the building being closed to occupants. The POA office was temporarily displaced to 350 City Hall Square West.

In September 2020, Council approved building renovations at the 350/400 City Hall Square Campus to accommodate the permanent relocation of the Provincial Offences office.

1. Why is the 400 City Hall Square East building the new home for POA?

Moving the POA office permanently to 400 City Hall Square East creates efficiencies by consolidating City operations on our main campus and also generates additional lease revenue for the City in the long term and has already benefited us in the short term, as the previous lease costs paid to Westcourt Place were eliminated.

2. What new services will be offered at City Hall Campus, and when will the changes occur?

Construction at the 350/400 City Hall Square Campus will occur in various phases, starting in Spring 2021, and will span several months. The following service changes will take place over the course of 2021 and early 2022 as construction in the respective areas is completed.

350 City Hall Square (CHS) West

  • The marriage/media room will be relocated from the 1st floor to the 2nd floor.
  • A new public walk-up counter for marriage services and death registration will be constructed on the 5th floor at the Office of the City Clerk.
  • By-Law Enforcement will be relocated from the 4th floor of 400 CHS East to the 1st floor of 350 CHS West.

400 City Hall Square (CHS) East

  • The Provincial Offences courtrooms will move from the temporary location on the 1st and 2nd floors of 350 CHS West to the permanent location on the 4th floor of 400 CHS East.
  • A new universal public washroom will be constructed on the 4th floor.

Construction is expected to be fully complete by Spring 2022.
