Stormwater Management Requirements
Submission Requirements:
Stormwater management (SWM) plans may be required as part of a development application (e.g. site plan control) or prior to the issuance of a right-of-way or building permit. These plans must include at minimum, a report provided and stamped by a professional engineer, licensed to practice in Ontario, accompanied by site servicing drawings and shall be prepared in accordance with the Windsor/Essex Region Stormwater Management Standards Manual, considering both stormwater quantity and quality control measures. Additionally, the submission shall adhere to the City of Windsor's Standard Specifications and Engineering Best Practices.
Prior to submitting the report and associated drawings, one of the following checklists must be completed by the engineering consultant on behalf of the developer and included in the stormwater management submission:
- Rational Method Checklist for sites less than 2 hectares
- Modeling Method Checklist if any of the following circumstances apply:
- Sites greater than 2 hectares
- Time of concentration exceeds two times the appropriate maximum inlet time per graph 3.2.2.6 within the Windsor/Essex Region Stormwater Standards Manual (see link above)
- Modeling Method has been used
Fees:
Please be advised that as of July 1, 2023, the City of Windsor Engineering Department will be implementing a new fee for stormwater management (SWM) report reviews to cover the time and effort required for staff to review and comment on SWM submissions. The fee will be tiered based on size of the site and type of application, and collected with the SWM plan submission for review by the City.
The new 2023 Stormwater Management Review fees are outlined below (as approved by CR B10/2023) and will be reviewed annually:

Sites less than 2 hectares in size - $490 per application

Sites greater than 2 hectares in size - $820 per application

Site plan control (SPC) amendment (AMT) type developments (any size) - $430 per application

Additional revisions (after 2 reviews to the original application) - $200 per revision (payable prior to issuance of the City's SWM approval letter)
