Spay/Neuter Voucher Program for Cats

Registration for the Release Phase of the 2017 cat voucher program will open at 11 a.m. on March 22, 2017311 will not accept cat voucher request calls prior to 11am on March 22, 2017.

Program Information

Spaying and neutering pets to prevent unwanted pregnancies is the very foundation of effective animal control.  In an effort to curb the number of homeless cats in the City of Windsor, City Council has again allocated funding of $30,000 in the 2017 budget which will provide 400 spay/neuter vouchers worth $75.00 each to qualifying individuals. The 2017 Program releases 200 feral cat vouchers and 200 owned cat vouchers. Qualified Windsor residents, 18 and over, who fall below certain income criteria are eligible to apply for up to 2 owned cat vouchers per household. Residents who provide care to feral cats can apply for up to 2 feral cat vouchers per household. Callers who received 2016 vouchers which were not redeemed are not eligible to receive vouchers under the 2017 Program.

How many vouchers will be available?

  • 400 vouchers will be made available, with 200 to alter owned cats and 200 vouchers to alter feral cats.

What is the value of the voucher?

  • Vouchers have a value of $75.00 (including HST).

What if the surgery costs more than the voucher?

  • Any charges over and above the $75.00 value of the voucher are the client’s responsibility. 

How are the vouchers to be allocated?

  • Vouchers are allocated on a first come, first served basis subject to availability and eligibility (see chart below).

Can I give my voucher to someone else?

  • No. Vouchers are not transferable and cannot be redeemed for cash.

A waiting list will be created to reissue unredeemed vouchers at a date to be announced after the 90 day expiry period.

  • Voucher(s) will be mailed to qualifying individuals. 
  • Please read and follow the detailed instructions on the voucher.
  • The voucher must be signed by the client indicating agreement with the program criteria prior to work being undertaken by the veterinarian. Identification will be requested at the time of surgery.
  • The veterinarian will also sign the voucher confirming the surgery was performed on or before the voucher expiry date.
  • Lost, misplaced or stolen vouchers will not be replaced.
  • Vouchers will not be honoured if services have not been rendered before the expiry date of June 20, 2017.

Where can I redeem my voucher?

  • A listing of participating Certified Veterinary Clinics will be provided to successful recipients.
  • Voucher recipients are asked to contact one of the clinics listed on the voucher to confirm price, and to book an appointment prior to services being provided.
