Residential Rental Licensing (RRL) Pilot Study
The City of Windsor is performing a two-year pilot study to:

Evaluate whether a residential rental licence can improve Windsor's existing rental housing stock and property standards;

Identify opportunities to improve the study's licensing framework as described in By-law 14-2023; and,
-
Determine the feasibility of an ongoing citywide residential rental licensing program.
The pilot study began on February 13, 2023, and will conclude on February 13, 2025. New licence applications are no longer being accepted. Unlicensed units can still be reported through 311.
Administration will report back to Council with preliminary findings in spring 2025.
